Two Cambodian prominent monks has acted according Communist Rule, not Buddha's Rules

According to Buddha's Vinaya or discipline, only four offenses that can lead to the defrocking of the monk:
1. Having sex intercourse
2. Killing being
3. Stealing in an offensive amount
4. Bragging himself with the levels of attainment in practice the Dhamma

Beside of these four offenses, monk is only being in probation or penalty and he can purify through monastic penance cultivation.

So the letter issued by Khmer prominent monk leaders referred only to the creating division of friendship between Khmer-Yuan.

This is not offensive leading to defrocking at all.

So we can assume that, the two prominent leaders of Khmer Buddhism is not following the Buddha's rules, but they are following the Vietcong communist rule as well as they have done in Khmer Kampuchea Krom land.
